Should we hide or to disable an application, for a better behavior for UI?

Our team has been discussing what would be a better behavior for UI, when certain areas of the application are guarded by permission system. There are two main options:

  1. Hide it, so the users won't be distracted by elements they cannot use.
  2. Disable it, so users can see there is a function in the application they could use with the right permissions.

If you could dynamically hide objects based on an end user's permission level, then I would suggest doing that.  That would reduce visual complexity and conceptual overload on the UI.  What benefits are you guys foreseeing by going the 'disable' route?
